ABOUT THE SEMINAR:
India’s higher education system is the third largest in the world, after China and the United States. Before independence there were 20 universities with about 500 affiliated colleges in India. But, as per a 2012 summary report on higher education released by the University Grants Commission (UGC), the number of universities rose to 634, and affiliated colleges rose to over 33,000. Implications are clearly proved through setting up of a number of higher education institutes within the country starting right from post independence. Yet there is a lot of debate regarding the crisis in higher education, underlined by the appraisals undertaken by several committees and researchers. When there is so much increase in the higher education institutions and in its strength have we allotted in our budget the fund needed to improve the quality of education? Is there proportionate increase in the infrastructure like building, equipment, laboratories, libraries etc? Are we providing quality education at the higher educational institutions with adequately qualified teachers? If the Government is not in a position to earmark adequate fund for higher education, how could mass higher education be provided effectively? In this critical situation, the responsibility of all kinds of institutions of higher education is not only confined to imparting general, professional and technical education, but also to forecast the future needs of the economy. The higher education should be viewed from a different angle that is the problem of speedy growth of higher education and the problem of financing higher education. The management of higher education at the state level should come out of its 19th century mentality. There should be evaluation, assessment and action at each stage. A thorough reform in higher educational system and its operation is the urgent need of the day.
